Without question, its authors constitute a worldwide group unique in scientific history, all exploring ideas outside the rigid box dictated by conventional thinking. About 1/3 of the 100+ authors hold doctorate degrees, 1/3 reside outside the United States or Canada, and 1/3 have never previously contributed to NPA conferences. Though most contributors have backgrounds in physics and engineering, the authorship includes many professors, students, two attorneys, a medical doctor, and several "independent researchers", claiming only an intense interest in science. In 2010 we worked hard to prepare the proceedings in advance of the actual conference in Long Beach, California, so that everyone's work could be available in full on location. Though the Proceedings of the NPA is not recognized by mainstream science as a "peer reviewed" journal, many contributing scientists did, in fact, volunteer time to critically review the work of their peers, helping greatly to raise the standards and improve the overall quality of these proceedings. Thanks are due to everyone who took part in this internal review process. Of course, the 80-20 rule prevails, and special thanks are due to a few individuals who invested time above and beyond requirements. At the top of this list is Dr. Cynthia Whitney, whose editorship of past proceedings and of Galilean Electrodynamics sets a standard that this proceedings can only hope to match. Somehow David de Hilster organized all the details required to convert a collection of papers into a published book, making this proceedings both a journal and a book. Steve Bryant and Steve Puetz contributed several valuable critiques early in the process, and Bryant helped establish standards for improving our peer review process. A real blessing, Joseph Rybczyk reformatted equations on dozens of papers, and helped me figure out how to standardize the presentation of equations using MathType. Finally, in the 11th hour Barry Setter-field and his wife Penny made time to edit the content and language of several papers needing extra care. And again thanks to everyone else who took time to help. I didn't realize two months ago just how much time would be required to complete this project, but would not underestimate if I said it has consumed my life since then. Sadly no time remains to make further edits or improvements, and it must now go to press, to accomplish the goal of having this work available in Long Beach. Many papers offer challenges to accepted orthodoxy in the sciences, especially in physics. Everything from the micro-physics of quantum mechanics to the macro-physics of cosmology is entertained. Though the main interest of the NPA is in challenging orthodoxy in the sciences, it will also feature papers defending such orthodoxy. Our ultimate purpose is to enable participants to articulate their own understanding of the truth. All papers are reviewed by society officers, and sometimes by other members, before presentation in conferences, and they are edited, sometimes very significantly, prior to publication in the Proceedings of the NPA.
